- Determining whether hazards inherent to low-head dams can be reduced through a project
- Studying whether frequent flooding at Pine Ridge Park can be reduced
- Show whether fisheries and other life in the river could benefit if the dam is modified
- Document the values of the dam, including its history, and determine whether it is eligible for the National Register of Historic Places
- Develop mitigation alternatives and discuss scenarios with the public, the City of Steamboat Rock, and Hardin County Conservation, and other partners
- Assemble decision-making information for Iowa DNR to select a path forward based on the best information, costs versus benefits, and community energy
